Our Company:

Founded in 1993, and incorporated five years later, CoSolutions of Sterling, Virginia is primarily an enterprise information technology services provider. CoSolutions has deep and extensive experience with 24/7/365 mission critical operations in cyber security, IT operation support, enterprise service help desk support, and program management for our federal and commercial customers.

Ingrid Constantine, CEO

Ms. Constantine is the CEO of CoSolutions, Inc. and has primary responsibility for shaping the strategic direction of the Company which includes overseeing revenue growth and retention and overall business direction for the Company. Ms. Constantine has over 25 years of business development, marketing and public relations expertise in the software and technology industries.

Prior to joining CoSolutions, Ms. Constantine was employed by various commercial companies and start-ups developing, executing and overseeing their corporate marketing and sales programs. Since joining CoSolutions, Ms. Constantine has incorporated industry best practices in sales and marketing techniques tailoring them to fit the unique aspects of the federal government contracting arena.

Ms. Constantine has led and overseen the Company’s Business Development, Marketing and Partner Relations efforts. Along with fostering positive relations with the Company’s Government customers, she has developed positive relationships with a large cadre of high quality and trusted strategic partners for the Company that has resulted in new contract awards, increased revenue and positive corporate exposure.

CoSolutions' steady growth and success has been fueled by Ms. Constantine’s ability to successfully articulate and direct a strategic vision for CoSolutions as a leading edge and customer-service focused federal IT contractor. Ms. Constantine has a B.S. in Business Management from The University of Maryland, College Park, MD.

Walter Constantine, President and Founder

As President and Founder of CoSolutions, Inc. since 1998, Mr. Constantine has primary oversight responsibility for the Company's overall company operations and infrastructure, project and contract management and the strategic technology direction for the Company. Mr. Constantine has over 20 years of proven executive and contract management and program/project management experience, all within the IT and consulting services sectors for both government and commercial clients.  Mr. Constantine’s technology strategy, direction and vision for CoSolutions has been one of the Company’s most valuable assets.

Early in his career, Mr. Constantine spent 10 years in software engineering and software project management.  He also taught courses in APL programming for actuaries in the insurance and financial industries.

In his role as Operations Chief of CoSolutions, Mr. Constantine has demonstrated success growing and managing a multi-faceted federal IT contracting company through his day-to-day operational management of CoSolutions. He has developed and executed operational strategies and continual process/performance improvement methodologies to promote organizational growth and efficiencies as well as optimal utilization of emerging and leading edge technologies.

Mr. Constantine has a B.S. in Computer Science from The University of New Brunswick in Canada and an M.S. in Computer Science from The Johns Hopkins University, Baltimore, MD.

Donald Plebuch, Senior Vice President

Mr. Plebuch is the Senior Vice President of CoSolutions, Inc. and has primary responsibility for business development and capture, contract transition management, operational / program oversight and corporate quality management against industry standards and best practices. Mr. Plebuch brings over 35 years of enterprise level IT operations and maintenance, applications development, program management, and business development and capture working all within the federal government contracting arena.  His early career supported command, control, communications, and computing (C4) and modeling and simulation application development in support of spacecraft, satellites, and high energy laser systems.  He transitioned to support worldwide intelligence and ERP systems operations before advancing to executive level program management and business development activities where his leadership has realized significant growth in corporate revenues.

With Mr. Plebuch’s recent addition, CoSolutions is investing to expedite corporate growth and operational development to broaden its customer base and gain infrastructure operational efficiencies.

Mr. Plebuch has a B.S. in Fisheries Management (Statistics/Population Dynamics) from University of Washington in Seattle, WA and graduate studies in Mechanical Engineering at University of California, Long Beach, CA.

Stephen Kim, Vice President

Mr. Kim is a Vice President of CoSolutions, Inc. and is responsible for leading program management, and business development and capture in support of CoSolutions' operations and corporate growth.

Mr. Kim has over 25 years of leadership experience in business operations and technology engineering for both the Federal Government and commercial industry. Formerly a Vice President of Technology Solutions and managing partner for Telecommunications Consulting, Inc., he led the company's information management and cloud computing practices, and corporate operations. As a Director for Invertix Corporation, Mr. Kim led a portfolio of Government technology programs building a software development and cloud computing Center of Excellence, which was used to build and implement open source cloud computing platforms for the Intelligence Community.

Mr. Kim led telecommunications engineering teams as a Director for P-COM Network Services, Inc. in the implementation of wireline and wireless infrastructures for national telecommunication carriers.

Mr. Kim is a graduate of the U.S. Naval Academy with a Bachelor of Science in Economics and Political Science. As a commissioned officer, he served on board destroyers in the Red and Adriatic Seas during the Desert Shield/Desert Storm and Bosnia conflicts. He is a certified Project Management Professional and longtime member of Mensa.

Müge Cody, Vice President

Mrs. Müge Cody is the Vice President of CoSolutions, Inc. and is responsible for leading business development, capture and program management in support of CoSolutions’ corporate growth goals.

Mrs. Cody started her 18-year Government contracting career as an avionics test engineer focused on F-16 ground systems sustainment in support of the U.S. Air Force (USAF). She expanded her support to the U.S. Marine Corps (USMC) as a lead engineer for Tactical Air Operations Module (TAOM) project and U.S. Army for FIREFINDER Systems. She supported TACOM customers and held program management roles in support of Mine Resistant Ambush Protected (MRAP) Vehicles, Route Clearance Vehicles and SOCOM MRAP variants, Joint EOD Rapid Response Vehicle (JERRV) and Area Clearance Vehicles.

Mrs. Cody has 11 years of executive-level operational management supporting mission critical IT and logistics programs for federal agencies.  She has more than 12 years of experience in Government technical services program management, capture management and proposal development primarily for DoD and Intel agencies.  Mrs. Cody has been instrumental in directing and managing BD and capture organizations to rapid corporate growth, improvement and profitability.

Mrs. Cody holds multiple certifications and awards to include Lean Six Sigma (LSS) Black Belt, a Management Development Program Certificate from University of Virginia, Darden School of Business and was the recipient of 2011 Horizon Industry Award in Supply Chain Development by Women in Defense. She received her Master of Science degree from The George Washington University in Engineering Management and holds a Bachelor of Science degree in Avionics.

Dawn Jewell, Contracts Manager

As the Contracts Manager of CoSolutions, Inc., Mrs. Jewell is responsible for the creation, review, execution and administrative management of all CoSolutions contracts and legal agreements.  In addition to her over 20 years of experience in contract management and administration, Mrs. Jewell also has deep expertise in federal regulation compliance, financial management, pricing, government cost accounting and bid and proposal support.  Her ability to negotiate, administer and manage all federal prime contract and subcontract types has allowed Mrs. Jewell to maintain compliance with Federal Acquisition Regulations (FAR).  As CoSolutions’ Contracts Manager, she will spearhead and develop innovative contracting approaches to achieve mutual positive outcomes with our customers, partners and vendors with the goal of ensuring the highest level of mission performance and customer service and support. 


SBA 8(a) Joint Venture - CEJV:

CEJV is an 8(a) joint venture formed by CoSolutions and its SBA Mentor to provide the Federal Government with high-quality, information technology (IT) support services.
